Hi, i need to charge an HP tablet/notebook that comes with a 230V USB-C charge adapter up to 15V/3A. Seems to be charging on the Belkin (probably slowly), will it be overloaded at all?

When my phone is not plugged into the charger it has it's indicator light on. When I plug my phone in, it begins to blink. What does that mean?
