No.  The Belkin F8J250 is designed to only work with a 12V power system.  Using it with a different input voltage will damage the product and void the warranty.

1.  Can I use this to charge my computer?

No.  This is not supported.

2.  What is the light on the charger for?

The light indicates that the charger is receiving power.
 
3.  Can this charger be used when my car is not running?

The Belkin F8J250 will charge your device as long as it has power supplied to it.  Some vehicles will shut OFF the power to the 12V port when the engine is not running.  Refer to the user manual of your vehicle to learn more about the 12V port function.
