The maximum data transfer rate is 5 Gbps which is shared between upstream and downstream data connections.

No.

3.  Why is my laptop not charging? 


The Belkin AVC009 requires 15W of power to operate.  When using an external power supply, the Belkin AVC009 will use 15W of the output capacity of the power supply.  Due to this, some laptops will detect the power supply as not providing enough power and may charge slower than normal or not charge at all.  This is due to the firmware of the laptop and not of the Belkin AVC009.
