Yes.  It has a white light which indicates that the charger is receiving power.

The Belkin CCB002 has the following power specifications:

FUNCTIONALITY

1.  Can this charge a device when my car is shut OFF?

This charger will charge a device as long as it is receiving power.  Not all vehicles supply power to the 12V accessory port when the vehicle is shut OFF.  Check your vehicle's manual for more information on the 12V accessory port.

2.  What are the recommended operating and storage temperatures?

Below are the recommended operating and storage temperatures:

• Operating temperature:  0°C to 55°C under normal humidity of 10% - 90% RH
• Storage temperature:  -40°C to 85°C with humidity 5% - 95% RH

3.  Can I use this charger with a 24V power system?

No.  This charger is designed to be used with a 12V power system only.  Using it with a higher or lower voltage system can damage the charger and void its warranty.
